A hound dog barks through the window of a pickup truck parked on Grand Avenue in downtown Houston. The animal and its baratone bellow have become familiar to anyone who frequents the area of Forbes Pharmacy on weekday mornings, as its owner is a regular at the store for a morning cup of coffee with friends. Houston Police Chief Tim Ceplina said the dog is barking within its rights, because the city's noise ordinance covers hours between 10 p.m. and 6 a.m. "He's free to bark his head off," Ceplina said.
