The City of Houston erected a communciations tower Friday that will serve the Houston Storm Shelter at Pine and First streets.

The building, which was constructed primarily with FEMA funds, will accommodate about 1,200. It has emergency generation in the event of a power outage.

Plans call for the upper level to house the Houston branch of the Texas County Library. A foundation is working toward generating funds for the $800,000 project. A preliminary sketch has been completed.
