Joshua A. Laster, 19, of 1116 Orchard Grove St., in Houston, was issued a citation July 11 for stealing under $500 after being caught shoplifting two packages of cigars valued at $1.19 each from Smokers Express in Houston.
An officer cited Laster after observing surveillance video that showed him dropping the cigars into a backpack being held open by a 15-year-old Bucyrus male.
The juvenile male’s case was turned over the juvenile office.
