The City of Houston says it is not associated with a mailing arriving at households.
The letter is from a firm that provides coverage to assist in water line service emergencies.
City Administrator Larry Sutton said the letters are distressing to some, especially the elderly. Sutton said employees tell residents they are under no obligation to take the coverage and if they have an interest, to gain as much information as possible.
