These capital outlays are included in the preliminary budget document reviewed Monday by the Houston City Council:

•Creation of a well and standpipe at the Houston Industrial Park off West Highway 17.

•Hiring engineer for road project to connect C.W. Harry Drive and Cleveland Road.

•Contract with Manier Surveying for GPS system to map water and sewer lines, as well as manholes for the city’s water and sewer department.

•Additional home demolition of eyesore structures.

•Completion of needs at new Rutherford Park on the western edge of Houston Memorial Airport, including addition of trails, sidewalks and picnic tables.

•New sidewalks as part of the Village Trail on Oak Hill Drive running from Forrest Street to the Houston Visitors Center. The city’s cost of the $400,000 project is about $80,000. Grant funding pays the balance.

•Purchase of new tractor for public grounds department.

•Acquisition of new city bus through a state MoDOT program.

•New paint for the Houston Municipal Swimming Pool.

•New laboratory incubator for wastewater sewer plant.

•Late model tractor for use in marking right-of-way lines for water and sewer department.

•Purchase of outdoor wood furnace for electrical department quarters on Oak Hill Drive.

•Construction of retaining wall on west side of Highway 17 maintenance facility.

•Additional purchase of LED lighting for energy savings. LED bulbs also will be used in new pole lighting — paid in the 2013 budget — along North U.S. 63 in 2014.

•Purchase of new technology that better regulates the activation of pumps at city wells.

•Examination for need for a digger truck in the coming year.
