A man from Licking was arrested early Saturday on four charges by the Missouri State Highway Patrol.
Joseph D. Phillips, 41, of Licking, is charged with DWI, failure to register a motor vehicle, having no valid operator’s license and wearing no seat belt.Â
Phillips was taken to the Texas County Jail.Â
Charles L. Howell, 42, of Poplar Bluff, was arrested late Saturday by the state patrol. He faces charges of felony drug possession of a controlled substance, two counts; unlawful use of drug paraphernalia and failure to display valid plates. He was processed and released.Â
