A former councilman will likely return to the Houston City Council after his opponent announced Wednesday night she will be moving.

Fawn Bell, who is challenging Chalky Wells for the two-year position representing Ward II, said she will not be able to fulfill a residency requirement after the April 3 election.

Incumbent Sheila Walker did not file for re-election.

“I will be departing Houston in May 2018 and will no longer qualify to hold office,” Bell said.

Bell is unable to withdraw as ballots have already been printed and absentee balloting is underway.
