A Houston man is charged following an incident that including not obeying local police. Bond is set at 50,000.

A Houston man faces multiple charges – including a pair of felonies – after an incident during which he allegedly kicked and bit a Houston Police Department officer.

Richard R. Talkington, 29, of 306 S. Grand Ave. in Houston, is charged with class E felonies of third-degree attempted assault – special victim and escape or attempted escape from custody while under arrest for a felony, and misdemeanors of resisting arrest and operating a motorcycle without a valid license.

According to an officer’s report, two officers were dispatched at about 11:45 p.m. last Thursday regarding a report of an ATV driving fast up and down Chestnut Street.

As the officers left the police station, a motorcycle was observed motionless on First Street, and then took off at such a high rate of speed the front wheel left the ground. The bike reportedly went south on U.S. 63, and then pulled into Casey’s General Store toward the gas pumps.

Officers then saw the man driving the motorcycle – Talkington – lay it on its side when he was trying to stop. An officer pulled in next to the man and advised him not to leave.

During the following moments, Talkington refused to show his identification and resisted being handcuffed and being put into an officer’s patrol car, according to police. Once in a patrol car, Talkington reportedly removed his seatbelt and attempted to get out multiple times.

While an officer tried to get Talkington to stay in the car, he reportedly kicked the officer in the leg several times. The officer then deployed his taser with a drive stun, but Talkington continued to be combative.

The two officers ultimately got Talkington into the car, but on the way to jail, he reportedly kicked the dashboard and tried removing his handcuffs. Talkington then tried to bite the officer, according to a report.

Talkington stated multiple times that he had done nothing wrong and that he would eventually be cleared of charges because he “knows the federal law,” police said.

Talkington was taken to the Texas County Jail. Bond is set at $250,000.
