A Willow Springs man was arrested Saturday evening and held without bond, the Missouri State Highway Patrol said.
Ronnie D. Collins, 56, is charged on a felony Douglas County warrant for stealing and wearing no seat belt.
He is held in the Howell County Jail, the patrol said.
