Excavation bids are open for Houston’s new recreation complex set for construction on Spruce Street.

In a public legal notice that began running March 26, the City of Houston announced it will accept bids until 4 p.m. Tuesday, April 7. They will be collected and reviewed by Mid-State Pipeline of Belle, the project manager. A pre-construction meeting was Tuesday in Belle.

Archer-Elgin of Rolla is the engineer for the project, which includes a recreation center and ball fields.

In February, the Houston City Council gave the go-ahead for a 32,000 square foot recreation center that includes two basketball courts with a walking trail, full-size baseball infield, pitching/batting cages, restrooms and concessions that can also serve the venue.

The outdoor facility includes two softball/youth fields and two baseball fields that are east of the building. The structure faces a parking lot to accommodate about 200 cars on the west side. Under the preliminary plan, parking would initially be a gravel lot and asphalt is expected later.

Under phase one several projects are slated:

  • Erosion control.
  • Rough grading of the entire site that includes baseball and softball fields, building pad, parking lot, access roads and drainage basin on the west side of the property.
  • Placement of one-inch cleaned crushed stone over two inches of crushed stone that has been compacted for parking lot, entrances and drop-off driveway.
  • Establishment of a two-inch base and associated compaction for a sidewalk, dumpster enclosure and ADA parking stalls.
  • Placement of two-inch base material and compaction for an asphalt walkway between the building and ball fields.
  • Base under the building with compaction.
  • Installation of a clay/sand mix over two-inch crushed stone for baseball and softball fields.
  • Seed and straw for disturbed areas outside the ball field fences.
  • Installation of a storm drain infrastructure, including pipe.
  • Final grading of a detention basin.
