A Plato man was cited Sunday night on four charges in Phelps County, the Missouri State Highway Patrol said.
Tyler J. Todd, 24, is charged with misdemeanor DWI, failure to register annually, having no financial proof and wearing no seat belt.
He was released to a sober party, the patrol said.
