If rain is falling this afternoon (Oct. 18) in downtown Houston, a ceremony to mark the opening of the Texas County library branch will be in the Houston Storm Shelter, organizers said Friday.

The event starts at 1 p.m. with a short program. Tours are planned until 3 p.m. Refreshments also will be served.

The 7,200 square foot facility officially opens Monday.
