The City of Cabool received a clean bill of health from its annual audit at the Dec. 15 meeting, though the report showed a decrease in funds.

Wayland Mueller, with KPM CPAs and Advisors of Springfield, presented the audit findings to the board of aldermen, noting that he was presenting an unmodified or “clean” opinion. 

He also stated the city saw an increase in its liabilities; further, the city saw a decrease in its general fund of $352,609, bringing it to a negative $223,141. 

City administrator Ron Scheets added that the city had invested heavily in infrastructure during the 2024-2025 year. He also noted that the past year’s budget showed substantial pass-through grant funds for development in the Twin Cities corridor. 

“We are grateful for the growth, but growth is expensive,” states the audit’s management discussion and analysis section. “The City has worked to keep these expenses in perspective, which is tough.”

For recommendations, Mueller said the city needs to continue to be aware of cybersecurity issues and upcoming auditing standards. He also pointed to the negative balance in the general fund, adding he was “making sure all are aware” of the numbers.

OTHER ITEMS

  • The council approved a liquor license for per-drink and package sales to Native Son Grill & Brewhouse. Alderman Brad Roberts abstained from the vote, with the issue presented by his wife, Janet, on behalf of their son, Spencer, who will be opening the restaurant in the coming year.
  • Kelly Beets, MIRMA, presented grant awards to the city for its effort in reducing insurance risk. Awards were for police car cages and crimpers for the electric department.
  • While discussing a pay increase within the electric department, Alderman Roberts noted the city should have some type of salary and wage schedule. “We need to come up with some kind of scale that includes experience and training,” he said. The administrator will bring examples back to the council for review.
  • Council also heard the first and second readings of an ordinance to raise water, sewer and electric rates, effective Jan. 1.

The next council meeting is 5:30 p.m. Monday, Jan. 19.
