Houston civic leader and former city clerk Joyce Campbell passed away overnight.

Mrs. Campbell, 83, played a role in the community’s progress for more than 33 years — 29 years as the city clerk, first on Main Street and then at a newer modern facility on Oak Street.

Mrs. Campbell, who had been in declining health, assumed the position of city clerk in July 1975 after a stint earlier as a billing clerk.

She was active in several organizations related to her profession and in community organizations. She later took a seat on the city council after her retirement in 2004. 

In 2004, she received the Houston Area Chamber of Commerce’s Lifetime Achievement Award. At the recognition ceremony, a close colleague, Don Romines, related a story that local merchant Paul Bennett had told: “Many city administrators thought they were running the city, when in reality it was Joyce keeping it all together.”

Visitation is 6-8 p.m. Thursday at the Houston First Christian Church. Service is 11 a.m. Friday at Houston First Christian Church. Burial is at Pine Lawn Cemetery.

Funeral arrangements are under the direction of Evans Funeral Home, Houston.
