The following arrests were reported by the Missouri State Highway Patrol:
• Carl E. Blair, 62, of Licking, was arrested last Wednesday afternoon in Phelps County and charged with felony possession of a controlled substance (methamphetamine). He was taken to the Phelps County Jail and later released.
