A Houston City Council member passed out copies of the town’s planning and zoning document Monday and encouraged his colleagues to study it and follow it moving forward.
Charles “Chalky” Wells, who represents Ward II, gave each of the six-member council and attorney a copy of the document that regulates construction, subdivisions and other regulatory planning matters. He acknowledged there were times when the office of city administrator —whoever was serving —hadn’t followed it when issuing a building permit and it was time to do so.

Wells’ move comes as the city is expected to consider a development at King Street and Hawthorn Avenue that will include multi-family housing, and preliminary drawings are in circulation. The city sold the 4.25-acre tract in late February to Scott Lauderdale, a developer. Some of the neighborhood opposed it.
Chapter 25 of the code of ordinances is about 32 pages.
