A Houston man — accused in November of making a terrorist threat that caused the lockdown of a Licking nursing facility — was charged Dec. 22.
Jacob L. Evans, born in 1997, is charged with first-degree terrorist threat, a class D felony. Bond is set at $3,000 cash only.
The Licking Police Department responded Nov. 19 after the facility reported that Evans had been called 11 times in the previous half hour, claimed he was outside the building and would kill everyone inside if he did not speak to his ex-girlfriend. According to a police report, Evans’ name displayed on caller identification.
At one point, the telephone rang and a Licking officer answered it. The caller said he had killed the ex-girlfriend’s dog and threatened to kill the officer and anyone who hindered him in talking with the ex-girlfriend.
Hickory Manor was placed on a full lockdown until it was learned that Evans was not in the area.

Evans has several recent run-ins with law enforcement, agencies report.
- On Nov. 20, he was accused of causing property damage in Houston after furniture was tossed and water was found pouring from sinks. Bond was set at $2,500 cash only.
- On Nov. 19, officers were contacted by a 28-year-old female advising her ex-boyfriend was harassing her and threatening to cause her harm and burn down her apartment. The following day, officers located Evans, 28, and took him into custody. Evans was taken to the Texas County Jail, where he was incarcerated and later charged by the Texas County Prosecuting Attorney with first-degree stalking. Bond was set at $3,500 cash.
